Hi Tony,
            those scripts look very similar to what I use, although this 
was for a telstra connection. However my ppp-dialer scripts also calls 
the options file with the following

USERNAME
-detach
modem
crtscts
defaultroute
asyncmap 0
mtu 1500
mru 1500
netmask $NETMASK_IP

I noticed you have most of these options in you dialer-script. Hmm, I 
think I use to remove the lock option when using the kde dialer, as it 
was giving me similar problems. And my asyncmap is different, but don't 
no too much about what that sets, I just used a default value really.

plus I assume you have setup the chats file properly?
e.g.
"USERNAME"    *  "Password"
