Yeah, my explanation of what was happening on the router was a bit
misleading. Nothing is actually wrong with the routers but they aren't
interpretting reserved TCP bits correctly as Bruce explains. As someone
once wrote (paraphrasing) "Whoever wrote the software on those routers
failed to realise that "Reserved for future use" meant the bits might be
used in the future).

This would allow sites to interoperate with the ECN-broken routers while
still gaining the advantages of using ECN with everyone else.
