OpenSSL's CA stuff is improving gradually. The addition of the "ca"
sub-program was a big step over previous versions.
Also, it's commonly overlooked that Win2K has a CA module built in
(not installed by default). It's controlled from a point-and-click
interface and is actually fairly good.
