Wow... don't see that too often in stable.  I find the best approach 
when I get similar messages is to try and install the dependencies 
manually first (apt-get is supposed to do it for you but sometimes seems 
to get a bit confused).  So, try 'apt-get install apache-common' and 
'apt-get install perl' and see what happens.  You can also find out what 
is currently installed using 'dpkg -l' (or for anything with apache in 
it using 'dpkg -l \*apache\*').
