under the 'tape' there should be some gummy sort of substance (at least 
that's the way it is under AMD hs/fan.) get rid of that. go to a 
computer store and get some thermal paste. tiniest amount needed. do NOT 
apply to the heatsink!! this should be put on the cpu as per this:

Be very careful what you do as you can void the warranty if you do it 
incorrectly. If in doubt, pay the person at the store you bought it from 
to install it for you.
