[H-GEN] pentium 4 thermal 'tape' installation?

slightly off topic for *nix discussions but hoping answers waiting for
the right question....
Assembling a pc with pentium 4 processor, had expected to find a tube of
thermal paste in the box containing the cpu & heatsink/fan combo.
Instead found heatsink has a small square of tape, retail assistant at
shop advised this is a thermal tape that replaces the thermal paste
previously used.
Assembled, started up, continuous beeps, powered down.
Inspection does not show the thermal tape 'melting' into position etc.
shop assistant advised should be thermal paste under tape.
Again no go, no paste there.
Assuming I should remove tape completely purchase some thermal paste,
liberally cover the surface and assemble.
