I am not sure what "resample" means, but the command line utilities from
http://netpbm.sourceforge.net will allow to resize, rotate, crop, add
text or perform a myriad of other operations to most image formats. 
They are a standard part of RedHat, and so are probably available for
most distributions.  They use an internal format called "ppm" for most
operations, so your typical command line looks like:

  jpgtoppm <file | ppmOPERATION | ppmtojpg >anotherfile
