[H-GEN] resample images at the command line

Does anyone know of a command line program that allows you to resize and
resample .jpg and .gif images?

I am creating a shopping cart with php and would like to automate these
operations on images after the user uploads the image to the server.

If anyone could point me in the right direction it would be appreciated.
