I use a homemade script, but the core of it is dump for ext2/3. Currently
my script doesn't send an email but I'm going to be implementing that soon
I now need email going to different people at different times so I'll be
doing a pretty generic approach to mail coming from the backup system.
Gnu tar does incremental backups also but dump sure is a neat tool. There
was a discussion about dump on the list a few months ago with arguments on
both sides. Worth a read.
