I reccomend using pppd

Make sure you havn't a winmodem/linmodem over at http://www.linmodems.org
Then you need to know what serial port your modem is on
ttyS0 = com1
ttyS1 = com2
ttyS3 = com3
ttyS4 = com4

There is a neat little thing that asks you questions about your connection to your isp
And it sets up pppd for you so all you need to type it ppp-on to connect
It is called ppp-setup i know it comes with debian and slackware
I am not sure tho if it is with mandrake 8.x (wasn't in 7.2)

I did a quick search on google and found the source (sorry i dont like rpms)
http://ibiblio.org/pub/Linux/system/network/serial/ppp/pppsetup-2.28.tar.gz

You will need a few details such as nameservers, phone number, etc
Oh and a quick note: most isp's use pap authentication
