Um, no. A quick check of CERT advisories, comparing telnet/rsh to ssh 
should show you why ssh is *fundamentally* more secure.

Don't forget that security is a *process*. Relying on any given 
technology is a recipe for disaster[1] - remember the Maginot line? No 
magic bullets.
