I think LBX (Low Bandwith X) does something similar to this for X
Windows sessions. It doesn't help you if you don't have an X server
at the other end, though.
I wrote a (cringe-worthy) document for how to use LBX compression for
X sessions over ssh tunnelling some time ago. It's at

originally plain text--the formatting isn't mine.)
