I have 3 modems in the house.  The first one I tried was an old 33k6
internal I still have in my server.  It turned out not to be a voice modem
(duh :)

The 2nd one I tried was an Acer.  It was kind of working but I had a 3rd
one I wanted to try...

I tried my old Wavetable modem and it worked first go.  It is pretty
no-name.  The brand isn't written on it but it was something like
"web blazer" or something like that :)

The important bit is the chipset (of course ;).  Both the 2nd & 3rd ones I
tried were Rockwell chipset modems, so it seems not all chipsets are
created equal.

Tip: I ran into a problem with volume.  I RTFMed and found it was quite
common.  Messages coming over the phone were far too quiet.  One person
mentioned that he'd used the pvfamp to increase the volume on the pvf
files.  I did this & it worked.
