[H-GEN] WEB PAGES - PERMISSION REFUSED

I recently changed my main ISP from Austar Business (now defunct) to
Dingoblue and now I cannot view my private web page on a Windows 2000
box using Apache for Windows.  I have to use Windows because I run some
proprietry software on this box which uses "reserved" ports. 

The system is behind a D-Link 501M router/firewall which has been
configured to allow access via the standard web port (80) and the two
"reserved" ports.  This is hooked up through Dingoblue.  When I try to
access the web page it is via Austarnet (from home) I get "Permission
Refused" via Linux browsers and if I try (via Windows) using Internet
Explorer I usually get a page "timed out" error or the usual useless
"the page is not available - click here .....". 

My other software using the "reserved" ports works fine. 

Strangely, when I reverse the ISP's using Austarnet on the Web page
server and Dingoblue from home, I can see the Web pages fine. 

I use DNS2go to point to this web page as I do not have a static IP. 
The DNS2go support page suggests that some ISP's use port blocking
because of Code Red and others and the reversal test seems to suggest
that this is correct. 

I have tried using random port numbers for the web page, resetting the
DNS2go pointers and allowing these random port numbers in the firewall
settings but still get "Permission Refused". 

Any ideas?
