Any particular reason you are using drawbridge rather than just ipfw? 
That's almost 2 years of bug and security fixes between 4.7 and 4.0
(including OpenSSH).  It looks like an academic project of that
university more than anything; ipfw+dummynet can do the same thing.  But
if you really really need 4.0 I have a CD.
