Perhaps another solution would be to use Apache's "mod_speling"
http://httpd.apache.org/docs/mod/mod_speling.html
It will:
"This module attempts to correct misspellings of URLs that users might have
entered, by ignoring capitalization and by allowing up to one misspelling."
This might involve you having to recomplie Apache with this module in it
depending on your setup. Also it will place overheads on your Server
because:
"When this module is activated, it will intercept "File Not Found" errors
and look for a resource with a similar filename. If one such file is found,
mod_speling will send an HTTP redirect to the client informing it of the
correct location. If several "close" files are found, a list of available
alternatives will be presented to the client."
