If you don't mind a warning:

      perl -leprint~~localtime+1e9

If a warning is a problem I can match your stroke:

      perl -leprint~~localtime~~1e9

And if you really want to stretch the rules:

      perl -edie~~localtime+1e9 
      perl -Xedie~~localtime+1e9
