semi-serious discussion about Red Hat installation.  Subject line has
been appropriately changed.)

I believe this is because the Red Hat installer does not give you a
choice about installing certain packages.  I suspect bzip2, gzip and tar
are in that list.  I also believe linuxconf (*spit*) is in that list,
unfortunately.

After installation, as I believe Rob Kearey has already averted to, you
should find gzip, gunzip, tar and friends all installed in their
expected places.
