Well, there's Apache::ReverseProxy:

http://dominia.org/djao/reverseproxy.html

It's a bit of an ugly (for varying values of "ugly") hack, though. I
can't seem to find an SSL'ed version of wget, and I agree that'd be a
useful and interesting project.
