Because the greater majority, if not all, pci modems are Winmodems and
unusable in linux. 

Because sound cards (SB-awe64 in particular) produce a better quality than
their cut down pci cousins.

Because most prototyping and one off designs occur on isa breadboard. 

Because the majority of byte peripherals have no advantage in using the 32bit
bus and are exceptionally difficult to find, (is your 2nd parrallel port a pci?)

Because most of the proven hardware that runs under linux, such as but not
limited to, stallion cards eg, are isa.
