assuming you and your isp are pap enabled /etc/ppp/pap-secrets needs to
contain something similar to

# Secrets for authentication using PAP
# client        server  secret                  IP addresses
"fred"        *       "flintstone"

the one you show is for a ppp-server, not a ppp-client (you)

you can cause this pap to be negotiated regardless of how you connect eg
kppp, ppp-on, xisp, diald, whatever, by placing the following in
/etc/ppp/options

user fred
