Apparently there is discussion in various standards bodies of abolishing
leap seconds all together.  I'm not entriely sure why they want to do this
but it is being seriously discussed.  Another option is to add a '4000
rule' where the leap year concept is again toggled - as this is not likely
to be an issue for 2000 years they are carefully considering their options
