I have a 2.7 CD I burned by mirroring off ftp.au.openbsd.org.
There's a 1.44M floppy image in the i386 diretory: floppy27.fs
Burn that to floppy, and install off the CD. Rest of installation off
CD with no hassles (*very* cool).
