The OpenBSD CD layout (and thus ISO image) is copyrighted and prohibited
from distribution (to encourage you to buy it from them so they can keep
themselves afloat), so you will need to get an actual physical CD or boot
from a floppy.

(NB it's only the layout that's copyright; all the files are freely
distributable)
