[H-GEN] TCP question

Hi all,

I have these two linux redhat boxen in the following setup.

server one has the default IP of 10.0.0.1
server two has the default IP of 10.0.0.2

now i boot them up and which ever server boots up first looks on the network
to see 
if it can find the ip 10.0.0.3 and when it can't it opens up that IP on
eth0:0.
It then shares a public folder with an SMB share. eg. \\10.0.0.3\public  

The second box finishes it's boot and seeing that 10.0.0.3 is up and running
it mapps
\\10.0.0.3\public to a mount point and procedes to keep an up to date copy
of the folder
in another directory. 

(at this point my test linux-PC and test NT4-PC can both ping and mount
10.0.0.3 with ease)

now i shutdown the first server......*beeeep*  *beeeep*
*beeeeeeeeeeeeeeeeeeeeeep*  <nothing>

and the seccond server....now unable to see the 10.0.0.3 ip decides to take
over. It up's the IP on eth0:0
and shares the SMB share of it's very up to date copy of the original share.

This works perfectly. (bout 1 min change over time)

now i run into a problem which makes no sence to me. My test linux-PC
doesn't even blink an eyelid...it just keeps on seeing the share like
nothing has happened.  BUT. My NT4-PC disconnects and will not
ping/map/anything the IP/share for several minutes. Eventualy it switches
over but the time  it takes is toooo long for my needs.

so my question (now that you have the background) is, what is causing the
TCP in NT to be so slow in responding to a change in possition on the
network for an IP?   anyone?  and how can i fix this?
