The stats page lists the total number of registered voters as 158 593. If
we assume this is 1% of Internet users then this puts the number of people
connected to the net at sixteen million roughly. I'm pretty sure there are
more users of the Internet than this so it would seem that ICANN's
expectations of participation were very low indeed.
