[H-GEN] locales and libraries

Those messages are a red herring!  Try running some other program, (one
that works properly), and watch with strace - you will see the same
messages.

I believe those messages are related to locale information, which may
reside in a number of different places.  What you are seeing is the C
library trying to locate the locale information.
