Leap year rules are as follows:
1. If you can divide a year evenly by 4 it is a leap year,
2. except turn of century's they aren't
3. unless they can be divided evenly by 400.
2000/400 = 5 = Leap year = Febuary has 29 days.
Therefore linux IS Y2K compliant, sorry I don't know where you got your info
from but they only knew half the story.
