I would strongly prefer MySQL.

I'd also recommend PHP: it's much better suited to web scripting, is an
easier language to maintain than Perl, and more approachable for people
who don't use it all the time.
Also have a look at Zope <www.zope.org>, which includes Python web
scripting, a funky remote admin interface, and builtin object and
relational DBs.

Can you put ssh on the Windows box and have it SSH in to execute the ppp
start command? How about a web page on the Linux box with a button to
turn the link on and off by executing said command.
