OK, if I have this straight from the last response: we are connecting
two *private* networks (over both of which we have complete control)
and there is no external link (to machines with real IPs)

Yep that's it, and thanks everyone for the info.  I've got the two
networks communicating happily without masq now.

The routing gateways were the easy part - our default policy for IP
Forwarding was deny, I just had to get the policies worked out.
