[H-GEN] Restricting connections to Apache

Hey,

I've been looking around for an Apache module that is able
to restrict the number of concurrent connections to a given
URL under an Apache webserver - I've found a couple like
mod_simultaneous, but it doesn't seem to work with the newer
Apache 1.3 servers.  Has anyone seen any modules of a similar
kind that will work with Apache 1.3?  If not, I may have to
write a mod_perl Apache module myself.
