[H-GEN] Weird Windows Problem

Hey guys,
I know that this is not Linux related but it has me stumped and i figured this would be the best collection of heads to querie about it.
A customer of ours can not browse the web with Internet Explorer 4.x.
His DNS settings and connection stuff is all in order and he can use any other internet service (irc,smtp,pop3,ftp,archie)
but when he opens up internet explorer it just doesn't do a thing. Have made him try several proxies, checked that it is routing out throuh the modem.
But if he uses Netscape it works brilliantly.
Unfortunately this guy specificaly wants to use Explorer.
I thought that perhaps the binary was stuffed so he has reinstalled both internet explorer and windows98 (since they are kinda meshed together)
....but still no go.
If any of you guys out there have heard of this problem b4 please mail me how you solved it.....ar if anyone has any ideas whatsoever i would be very apreciative.
