That is odd.  Many versions of cron will not rerun a cronjob if the time
changes by less than 1 hour to prevent exactly this.  Look for options to
cron to enable this.

You're not really supposed to sync off the secondary ntp servers like
this.  Use a tertiary one like from a local uni.  This will probably
improve performance too.
