Here is a ping and the corresponding tcpdump.  Any clue what
the double packet in the tcpdump means or what is causing
it? [Read on - I've found a partial answer.]

    # ping -c 1 -v 127.0.0.1
    PING 127.0.0.1 (127.0.0.1): 56 data bytes
    64 bytes from localhost (127.0.0.1): Echo Request

    64 bytes from 127.0.0.1: icmp_seq=0 ttl=255 time=10.5 ms

    --- 127.0.0.1 ping statistics ---
    1 packets transmitted, 1 packets received, 0% packet loss
    round-trip min/avg/max = 10.5/10.5/10.5 ms

    # tcpdump -i lo
    tcpdump: listening on lo
    20:52:36.597347 localhost > localhost: icmp: echo request
    20:52:36.597347 localhost > localhost: icmp: echo request
    20:52:36.597506 localhost > localhost: icmp: echo reply

All of the above tests have been conducted on 2.2.13, recently
compiled this afternoon.  I had to do a little work to get
the raid patch to apply cleanly.

I have solved my problem, thanks to Jason Parker.  The following
command solved my problem.

    # rpm -hUv netkit-base-0.10-37.i386.rpm

Previously, I was using netkit-base-0.10-13.src.rpm.  It appears
as though the problem was with ping, not the kernel.  Have a
look at the changelog, as follows.  Thanks to Jason Andrade
for the RPM service.
