[H-GEN] Netscape problem

I am having troubles changing the default character set of Netscape 4.61 to
Western (ISO-8859-15).

I try to change it in Edit/Preferences but it doesn't list the encoding I want.
It always defaults Western (ISO-8859-1) which makes the text to hard to read. I
always have to go View/Charactor set.

I have even tried editing the .netscape/preferences.js (though it says not to)
and it didn't make a difference.
