At first sight it's inefficient, but the alternative would be central
planning for every free developer in the world.  Imagine if one group
had the official mandate to develop the GNU Desktop, and they messed it
up.  (Imagine if we were still waiting for OpenSTEP to deliver a
reasonable platform for users and developers.)  Hybrid vigour is much
better, I think.
