1) Curse package-based distributions[1].
2) Have a look at /etc/X11/Xresources or some similar.
   2a) Alternatively, look at the output of xrdb -query -all
3) You should see some rot that mumbles about "backarrowkey", viz:

*VT100*backarrowKey: false

(The manpage for xterm explains this as:

	backarrowKey (class BackarrowKey)
		Specifies whether the backarrow  key  transmits  a
		backspace   or   delete  character.   The  default
		(backspace) is ``true.''
)

4) Make the appropriate changes.

[1] : Debian has gone and done the exact same thing, and it *pisses
      me off* no end.  As far as I can tell, XFree or the Debian
      maintainer for it is being needlessly i386-centric, and not giving
      much thought to people who aren't running both the clients and
      the server on the same machine.  Bah.
