Yes. Yes.

For copying CDs under linux, all you need is dd and cdrecord.  For
building ISO9660 CDs from your own data, you'll also need 
mkisofs.

If you use an ATAPI CDR drive, you'll almost certainly need to rebuild
your kernel (to turn on ATAPI SCSI emulation).
