Most of the projects over-estimate the time required and the amount paid
is a lump-sum for the complete program so the amount per hour would be set
by your own competency. I think a competent programmer would be able to
bowl over a project in under the estimated time.
The rates may well be lower than what you can get in private industry.

Ah, but heres the rub, these projects are available now whereas I do not
see you advertising web development opportunities. Methinks it is bad form
to say "don't do that job, theres much better" and then not provide
concrete opportunities.
