I have in fact viewed such a document from the DSD.  It's a rather boring
piece of paper when you consider that cryptography software is listed as a
'munitions'. 

I asked (the mate of mine, who codes for NT) why bother with the export
certificate (especially given his certificate's increasingly crumpled
appearance - if I had one I'd probably frame it out of not having any
other use for it). The approval was sought despite the fact that
 a) the demo laptop returns from OS
 b) the final distribution of the software is electronic

Customs apparently appreciate the presentation of the ceritificate, and
the role of the DSD appears to be one of registration rather than
control, due to the sheer futility of any attempt to police such.

I do however get the impression from the HB posts that they're determined 
to take a controlling role.  I would love to read the article...

...someone got a scanner? URL? Postage stamp?
