It would seem so, to me at least.  Who knows whether it will stay that way
though?

I couldn't reach it from my UQ student dialin the other day, when I
tried; much to my dismay - it would permit things like (dare I say it)
debian package installtion through dselect and ftp, without costing the
uni heaps of money :).
