In much the same sense that "ls" is distribution independent, of course.
Actually installing a new kernel means putting extra files on your
harddrive just like installing a new program does; and just like program
files it's nice if they're managed properly. Unlike program files,
kernels are one off enough that it's not as necessary, but still.
The Debian specific advice is, thus, install the package "kernel-package",
as well as downloading the source .tar.gz or .tar.bz2, and follow the
instructions in /usr/doc/kernel-package/README.gz. It basically tells
you to run "make-kpkg" instead of "make zImage" and leaves you with a
kernel-image .deb that you can install and manage with dselect.
The benefits of this method include, btw, correct support of multiple
[incompatable] installs of the same kernel version (and modules), and
easy deinstallation of old kernel versions.
The kernel-source .deb includes, iirc, a number of patches beyond the
standard sources, btw. I have no idea what they are, however.
