Is this just with who(1), or with other programs as well?

Does free(1) give any insight? What does, say, free; who; free say?
What about free; who & free (so the second free is run while who is).

You may like to try running with an experimental kernel for a couple
of days to see if that gives any change.

You may wish to check RedHat's errata page for anything related, or look
for kernel patches related to sickeningly large amounts of memory. 

Another suggestion is to regularly restart your daemons (databases,
and squid, and whatever else is in heavy use) to make sure they don't
have memory leaks that are doing you in.

Trimming off any services that aren't strictly necessary for a week or
two may help isolate the problem (ssh, telnet, mail, &c).
