Yes, I am connected now via a connection that authenticated using PAP.
The guts of the PAP login are twofold: the command invocation and
the /etc/ppp/pap-secrets file:

    zwitterion# pppd /dev/cua1 user suter
    zwitterion# cat /etc/ppp/pap-secrets 
    # Secrets for authentication using PAP
    # client        server  secret                  IP addresses
    suter           *       yesthisisreallyit

Why didn't I respond earlier?  I don't normally read HUMBUG email
until I get home.
