[H-GEN] local cache-only nameserver seems muted

The nslookup & dig answers were swift: FAIL so I continued.

This most certainly is the most likely. I have read through the parts
several times. I resorted to several different positions and
orientations to make sure I read the bit I needed and understood it.
Alas to no avail. The ()(*%$^&^&%% still would not go.

Did not need to do this as nslookup & dig both reported SERVER-FAIL when
I tried to do anything other than 127.0.0.1 or localhost. So it did not
even query the uq servers at all.
I don't have my local domain in my SOA (start of authority) only
localhost.

I added the root servers using the current file from
FTP.RS.INTERNIC.NET /domain/named.root
as it is without the cache entry.
Bingo. It works fine and quicly too.
Is this the ideal setup or does the cache entry need to be in the
caching file?

At the moment I don't have
options forwarders-only
in my named.boot file. I suspect this may be the most suitable
arrangement with the cache entry added to it.
Please comment on this setup.
