It sounds like something is running with insufficient priveleges.  Are you
running the script as root?  With permissions on dev files set properly,
only pppd needs to be suid root, and the rest can be run as a user.

The script calls bash to run it, so this isn't a problem.  I'm a tcsh man
too.
