Get one of those big flat-bottomed heatsinks made for amplifiers owned
by audiophiles with miniscule penises, and glue it to the side of your case 
heatsink glue.   

Better still, go and see Western computer in bowen hills.   We had one
of their machines ones to test out, and as far as I can tell, they go
over to that aircraft graveyard in nevada, and get the primary
impeller fan from a B52's jet engine, and put three of those across
the front of each case.   I swear, when you power these things up they
sound like they're going to not so much boot, as launch!

Obviously, anything as pissy as peltier effect is just right out.  You
need two things: airflow and surface area, and as much of both as you
can possibly obtain.

A pushme-pullyou approach might work: one fan at the back sucking in,
one at the front blowing out.
