[H-GEN] local cache-only nameserver seems muted

People of experience, (that is everyone who can help)

A problem is getting the better of me. Help is now needed.

I am trying to set it up to have my domain and localhost only.

I start named after ppp comes up.
/etc/hosts has 127.0.0.1 as the 1st nameserver, Then the other uq
servers.
Telnet and ftp and netscape seem fine, as before.
Doing killall -INT named dumps the current cache. I was expecting to see
at least dingo in the new list but I only see what I put into the
named.cache, named.local(the reverse map of localhost) & named.hosts
files.
I have forwarders in named.boot - the UQ nameservers. 
named.cache only has: localhost	99999999	A	127.0.0.1

/etc/hosts.conf has muti on  &  order bind, hosts

/etc/hosts has localhost and my machines host name and address.

/etc/resolv.conf has
# Search order and addresses
search . qut.edu.au uq.edu.au
# Our nameserver list
nameserver 127.0.0.1
nameserver 130.102.2.15
nameserver 130.102.128.43

nslookup finds the localhost server no probs. It will give me info about
the localhost and 127.0.0.1 but no other device, not uq.edu.au nor any
of the nameservers.

Linux (Slackware 3.1) is the OS.

Can anyone shed some light onto my error?
