[H-ANNOUNCE] Annual General Meeting.

The next HUMBUG meeting on the 8th of September will include the Annual
General Meeting.  This AGM date has been published on the website for a
few months at least, so the requirement for at two weeks notice has
been met.  The following has been cut, pasted, and tweaked slightly
from our constitution -

An eligible Financial Member may proxy his voting rights for the
Annual General Meeting by providing the president, vice-president, or
secretary with signed written notice  of their intent.  This may be in
physical, or authenticated electronic form.

A Financial Member must have been a member for a minimum of three
months to have voting rights at the Annual General Meeting.
