Yes. Paper proxies may be sent by post to P.O. Box 6185, St Lucia Q 4067,
or fax marked 'Attn: Raymond Smith' to (07) 3236 0178. You may also send
proxies by email to secretary at humbug.org.au. PGP signed email is preferred
in this case. If you don't have PGP setup, it would be better to send
a paper proxy.

All proxies should include your current membership number and non-email
contact details (phone number, postal address).

Yes -- see section 6a of the constitution for full details. We are
planning to put a motion to change membership fees. The text of the
motion will be available in advance.
